Mr Low Kwok Mun
Chief Executive Officer
Mr Low Kwok Mun is the Chief Executive Officer of Singapore Deposit Insurance Corporation Limited (SDIC). Mr Low joined the Monetary Authority of Singapore (MAS) in 1986. Prior to his secondment to the Singapore Deposit Insurance Corporation Limited in April 2019, Mr Low was the Assistant Managing Director of the Finance, Risk and Currency Group of the MAS. His previous appointments at MAS include Head of the Complex Institutions Department, Head of the Insurance Supervision Department, Head of the Prudential Policy Department and Head of the Monetary Management Division. He also headed MAS’ corporate planning and communications division. Mr Low was attached to the International Monetary Fund for two years as the Alternate Executive Director for the Southeast Asia voting group before returning to MAS in November 2002. Mr Low holds a Bachelor of Engineering (Honours) degree from the National University of Singapore.
Ms Liew Bee Lan
Head, Payout
Ms Liew Bee Lan is the Head, Payout. She is responsible for the development and maintenance of the application system architecture for compensation payout under the Deposit Insurance (DI) Scheme and Policy Owners’ Protection (PPF) Scheme. She is also responsible for developing SDIC’s Rules on compensation payout preparedness and ensuring that every DI and PPF Scheme member complies with these requirements.
Prior to her current position, she had more than 10 years’ experience in application system maintenance and development support, including responsibility for the role of Functional Lead during the design and implementation of the DI compensation payout system in 2008.
Mr Soon Chong Seng
Head, Operations
Mr Soon Chong Seng is the Head, Operations. He oversees SDIC’s IT operations which cover infrastructure, cyber security, IT governance and IT compliance. He is also responsible for the development and implementation of IT processes for the SDIC. He spearheaded the modernisation of SDIC’s IT operations by transforming physical servers to virtual servers, improving cybersecurity by implementing EDR antivirus, different layers of firewall protection, segmentisation of networks to protect critical assets and automated VA scans, as well as ensuring SDIC’s IT systems are aligned with the applicable MAS’ TRM guidelines.
Mr Soon has more than 30 years of experience in the financial industry. His experience covers bank IT operations and IT projects. Prior to joining SDIC, he was involved in the management and implementation of national IT projects for the banking sector.
Ms Tan Hui Min
Head, Finance and Investments
Ms Tan Hui Min is the Head, Finance and Investments. She has more than 15 years of working experience in the financial, accounting and auditing industry. She oversees and manages the day-to-day finance, management reporting and budgeting; investment portfolios; overall risk management and business risks; and is responsible for finance operational processes.
Prior to joining SDIC, Ms Tan worked in the banking sector and a Big-4 audit firm, specialising in Financial Reporting and Analysis, Consolidation, Management Reporting and Budgeting, Audit and Internal Controls, System Implementation and Finance Process Integration. Ms Tan is a member of the Institute of Singapore Chartered Accountants, a Chartered Global Management Accountant and a Certified Internal Auditor. She holds a Bachelor of Accountancy (Honours) Degree from the Nanyang Technological University of Singapore.
Ms Jasmin Ong
Head, Communications and Disclosure Compliance
Ms Jasmin Ong is the Head, Communications and Disclosure Compliance. She oversees SDIC’s public education mandate and Scheme members’ disclosure compliance for the DI and PPF Schemes. She ensures queries from members of the public and SDIC’s overseas counterparts are effectively handled. She is also responsible for the formulation and execution of SDIC’s communication plan during activation of payout.
Prior to joining SDIC, Ms Ong worked in the banking sector, serving various functions such as operations and business development. She holds a Bachelor of Business Administration from the National University of Singapore.
